To allow certain school operating taxes captured under a brownfield redevelopment authority’s tax increment finance plan to be used for environmental response activities related to a landfill that benefit the municipality containing the brownfield, even if it was in part responsible for the pollution which needs to be cleaned up. The brownfields law prohibits the use of tax dollars to benefit a party liable for part of the pollution.
