To prohibit the disposal in Michigan landfills of out-of-state solid waste or municipal incinerator ash unless it goes first to a transfer station, where items that do not comply with Michigan landfill standards would be sorted out and removed. Solid waste from states or a country with the same standards as Michigan would be exempt. The bill would also eliminate a requirement in current law that all counties must identify new landfill sites within the county in their solid waste management plan, as long as there is sufficient disposal capacity within 150 miles of the county.
