To require the large local service telephone companies, SBC, AT&T and MCI, to go before the Michigan Public Service Commission (PSC) for authorization to collect an end user carrier line fee (EUCL). Verizon, the state's second-largest telephone company, would be exempt, because the PSC already held hearings on the company’s fee in 2001. Smaller phone companies with 250,000 or fewer customers in Michigan are also exempt. The bill would trigger hearings and administrative procedures in which the phone companies would be required to justify the fees. Most Michigan phone customers now pay a fee of $2.78 to $3.50 per month.
