To require the Department of Community Health (DCH) to establish a program to provide medical assistance to certain individuals who have disabilities but who earn more than the maximum amount allowed for Medicaid. Depending on their income, individuals could be required to pay premiums for assistance. Benefits would be limited to those currently provided under Medicaid, and the program could not provide personal assistance services in the workplace.
