To authorize civil fines of up to $25,000 per day for second or subsequent violations of new and existing solid waste disposal regulations. Under current law fines of up to $10,000 per day are authorized. The bill would also authorize civil fines of $5,000 to $10,000 for a person who knowingly delivered or allowed to be depostited medical waste, or delivered used oil, a lead acid battery, low-level radioactive waste, regulated hazardous waste, liquid waste, sewage, PCBs, or asbestos into a Michigan landfill; conducted open burning, or disposed of solid waste in an open dump; or transported or disposed of waste in violation of Department of Environmental Quality order. The bill is part of a legislative package comprised of Senate Bills 57, 98, 497, 498, 499, 502, 505, 506, 557, 715, and Senate Resolutions 4 and 12.
