To provide rewards of up to $10,000 to persons who materially contribute to the imposition of civil fines against violators of the state water pollution law. A person who knowingly provides false information could be ordered to pay the state for the expenses incurred as a result of the false information, or to pay the target of the false information some or all of his or her expenses, including reasonable attorney fees.
