To establish a Clean Michigan Initiative revolving loan program for the purpose of making loans to local units of government and brownfield redevelopment authorities for activities that promote economic redevelopment. The $675 million Clean Michigan Initiative for environmental cleanup and natural resource protection, including decontaminating abandoned industrial sites ("brownfields"), was approved by voters in 1998.
