To prohibit the ownership of a “harmful electronic or electromagnetic device," which is a device designed to emit or radiate an electronic or electromagnetic pulse, signal or microwave intended to cause harm to others, or to damage, destroy or disrupt electronic or telecommunications systems, including computers or computer networks. The bill does not apply to taser devices.
