To require counties to provide a $300 burial allowance for veterans whose estates have a net value of not more that $40,000, instead of the current $25,000 limit. Counties may opt-out of paying the benefit to veterans whose estate is higher than the previous limit of $25,000. This provision is included to avoid violating the Headlee amendment prohibition on the state imposing unfunded mandates on local units of government.
