To require Blue Cross Blue Shield health insurance policies that provide coverage for obstetrical and gynecological services to include coverage for the services when performed by a nurse midwife (rather than only when [performed by a physician). Alternatively, policies could offer coverage that includes maternity services and gynecological services rendered during pre- and post-natal care, whether performed by a physician or a nurse midwife.
