To require health insurance policies and plans that provide coverage for obstetrical and gynecological services to include coverage for the services when performed by a nurse midwife acting within the scope of his or her license, or to offer coverage that includes maternity services and gynecological services rendered during pre- and post-natal care whether performed by a physician or a nurse midwife acting within the scope of his or her license.
