To codify in statute a "pharmaceutical best practice initiative," a version of which is now being used to save money on drugs provided to recipients of Medicaid or other low income health care programs. The program creates a preferred drug list and requires prior authorization before a drug not placed on the list by the Department of Community Health can be dispensed to a patient covered by low income health care programs. In creating the preferred drug list the department would be advised by a state pharmacy and therapeutics committee established by the bill.
