To prohibit purchasing, selling, possessing, or using a mobile infrared transmitter, which is a device that emits an infrared beam with the capability of changing a traffic light to green. Penalties for illegal possession of such a device would be up to 90 days in jail and a $5,000 fine; for sale or purchase up to two-years and a $10,000; up to five-years and $10,000 for use which results in an accident; and up to two-years and a $10,000 fine for use which results in a death.
