To authorize the Family Independence Agency to require a drug test for welfare assistance if a department employee has a "reasonable suspicion" of substance abuse by the recipient. A 1999 law requiring drug test for all welfare recipients was overturned by the 6th U.S. Circuit Court of Appeals, which ruled that there first must be probable cause.
