To create and allow for “Educational Flexibility and Empowerment Contracts” (“edflex”), that would enable a school district to enter a performance contract which allows it to defer compliance with requirements imposed by designated state statutes and rules, except for health and safety requirements. The bill establishes a regular procedure by which a school could have certain state or federal regulations waived. A school district would first have to hold at least two public hearings at which the waivers are explained and public comment allowed.
