To raise the state cigarette tax by 75 cents a pack beginning July 1, 2004, increase taxes on other tobacco products from 20 percent to 32 percent, and use all of the new revenue for Medicaid until Oct. 1, 2005, when 25 percent of it would go to the state general fund to pay for other government spending. The Senate version does not contain the House provision allowing tobacco sellers a two week "grace period" after July 1 during which they would retain the increased tax revenue.
