To provide "independent transmission companies" with the same power to condemn property that regular power companies have. These "independent transmission companies" transmit electricity using facilities which have been divested under the law that requires power companies to either sell their transmission lines or join a multistate regional transmission system approved by the Federal Energy Regulatory Commission (FERC).
