To revise the procedures and timetables that apply to certain low income home heating assistance vouchers. The bill would require energy providers to refund unused voucher balances in the form of credits on future energy bills, rather than cash; and it would authorize a streamlined subsidy program in which the vouchers would go directly from the state to the energy provider. Also, to allow up to $9 million in federal low income home energy assistance grant funds to be used for weatherization purposes.
