To eliminate a cap on the value of installment contracts entered into by county road commissions for the purchase of real estate or other property for public purposes. Under current law, the cap is 1.25 percent of the value of the road commission's capital assets and infrastructure. A different state law allows a county road commission to borrow up to 50 percent of its previous year's state funding level. Also, to to increase the $10,000 threshhold on spending that requires competitive bids be requested to $20,000.
