To allow a pawnbroker to agree to allow a person pawning an item to maintain possession and use the item during the term of the pawn transaction, and to charge a fee of $1 each month or fraction of a month for the use. Also, to prohibit a pawnbroker from accepting any item that customarily bears a serial number unless the number is plainly visible on the item; and to expand the scope of the pawnbroker licensure requirement to include certain precious metal and gem dealers, and secondhand or junk dealers.
