To require the owner of any rental property built before 1978 which has been determined to be free of lead-based paint hazards to register it at no charge with the Department of Community Health on a form which identifies the property and describes any lead-based paint activity, including the name of the certified abatement worker and inspector, and the results of any lead-based paint activity. Owners of other rental property or a child occupied facility could register their property for a fee. The information would be used to publish a state "lead safe housing registry," which would contain a listing of the registered rental properties and child occupied facilities as described above.
