To authorize certain cities (Troy in particular) to allow a person required to connect their dwelling to an available public sewer line to not connect for as long as an existing septic system is operating satisfactorily, if the septic system is inspected by the city and are working properly. Under current state law, a person must connect to a new sewer line in a city, village, or township within 18 months of its installation.
