To revise the filing deadline for library board member elections, and also to establish procedures and conditions for a single municipality seeking to create a library district with taxing powers. Under current law, a single municipality cannot establish a “district library” by itself, but must join with one or more neighboring communities. The bill also revises some of the procedures and requirements related to establishing a district library with more than one municipality, and for allowing two or more library districts to merge.
