To annually transfer $10 million in road tax dollars (specifically, license plate-transfer fees) from road projects to funding the Secretary of State office. This is part of Gov. Granholm's proposal to close a gap between desired spending and expected revenue in the Fiscal Year 2005 and budget. The bill also would authorize placement of a heart insignia on the front of the drivers license of a person who agrees to be an organ donor; and require the Secretary of State to ask each licensee to be a donor and then send donor information to the appropriate organ procurement organization.
