To appropriate $228.3 million for capital outlay projects in 2005-06. $155 million of this is federal money, most of it for airport safety and military infrastructure projects, and only $4.4 million comes from state general funds, with the balance from various restricted funds, including transportation and natural resource or recreation money. This general fund money is for several new grants: $4.0 million for the Detroit Zoo; $300,000 for the Chaldean Community Center; and $50,000 for a Holocaust Cultural Museum. The budget also authorizes but does not fund a number state college and university construction projects.
