To place before voters in the next general election a Constitutional amendment to eliminate the authority of the State Board of Education to appoint the state Superintendent of Public Instruction, and instead give that authority to the governor. There the superintendent would serve at the pleasure of the governor. No "advice and consent" of the Senate would be required. The proposal also requires the superintendent to ensure that criminals are not hired by Michigan public schools to be teachers.
