Introduced by Senate Democrats, <a href="http://www.michiganvotes.org/2005-SB-246">SB 246</a> would mandate annual increases in state K-12 and Higher Education spending, and partially transfer teacher pension funding to the state. As amended by the Sikkema amendment, this amendment also tie-bars the bill to the Senate Republicans' "New Economy" package.
