To authorize a refundable income tax credit for equal to 10 percent of the first $10,000 of the cost of college courses that lead to a post-secondary degree or that improve a taxpayers job skills. This would be limited to a taxpayer at least 24 years old earning $51,000 per year or less, or $103,000 on a joint return, who is employed by a firm with less than 250 workers.
