To exempt municipal employees who want to purchase up to four parcels of land from the municipality from the law that otherwise prohibits “insider” transactions involving public employees. Employees whose responsibilities include the purchase or selling of such property would NOT be exempt, and each purchase would have to be at least 18 months after a previous purchase.
