To allow an individual to choose to automatically contribute $2 or more from his or her state income tax refund to the Michigan Higher Education Assistance Authority, which provides college tuition loans and subsidies for the children of military veterans. This would have the effect of reducing the amount of a person’s tax refund. A person not receiving a refund could use his or her tax return to contribute to the fund. This is linked to House Bills 4001 and 4002, which would establish a state college tuition waiver program for the children of veterans killed or disabled in action, and revise the funding source for these waivers.
