To appropriate $236.7 million for capital outlay projects in 2005-06. $155 million of this is federal money, most of which is for airport safety and military infrastructure projects, and only $4.3 million comes from state general funds, with the balance from various restricted funds. This general fund money is for three new grants: $4.0 million for the Detroit Zoological Society; $250,000 for the Chaldean Community Center; and $50,000 for the Holocaust Cultural Museum. The budget also authorizes but does not fund a number state college and university construction projects.
