To replace a government program to give grants to entities involved in "value-added agricultural processing and production ventures" with a program that also provides loans. The bill would establish a new competitive process by which a committee would award the grants and loans. A previous requirement that the recipient provide 10 percent in matching funds would be eliminated. These changes are related to the <a href="http://www.michiganvotes.org/2005-HB-5047">"21st Century Jobs Trust Fund"</a> passed in 2005, which authorized $5 million for this program as part of its $400 million in new debt.
