To increase to 25 years the minimum sentence that must be served before becoming eligible for parole for criminal sexual conduct in the first degree (rape) when the victim is under age 13 and the perpetrator is 17 or older. The bill would also mandate a life sentence if the rapist the used a weapon, force or coercion, or had a previous criminal sexual conduct conviction. Related bills would require the perpetrator to wear a GPS tether for the rest of his life.
