To authorize $80 million in new borrowing by the state that would be used in 2006 and 2007 to provide the matching funds requirement that local governments must come up with when they seek federal grants for road construction projects. The Senate Fiscal Agency estimates that the debt service costs for the next 15 years would mean a reduction of approximately $7.2 million annually in the money available for state road projects. This is a program proposed by Gov. Jennifer Granholm.
