To establish that a permit to undertake an improvement on a parcel that contains some wetland may be transferred from one owner of the property to a subsequent owner under certain circumstances. The bill would define this as a "minor revision" in the permit, and allow the Department of Environmental Quality to make minor revisions to a permit at the request of the property owner, defined as a revision that does not increase the overall impact of a project on wetlands and that is within the scope of the project as described in the original permit or authorization, including a transfer of the property to a new owner. The bill authorizes a $250 fee for this.
