To urge the federal government to defer further purchases of for the stategic petroleum reserve, investigate whether oil companies violate anti-trust laws, eliminate government subsidies for oil companies, ease laws that require many different formulas of gasoline in different parts of the county, and more. The substitute also criticizes Gov. Jennifer Granholm on the issue of inspecting gas station pumps for accuracy, and urges her to remove regulatory obstacles to new refineries in Michigan.
