To prohibit a person riding a bicycle or moped on a public road from riding abreast of another rider, unless it is specifically allowed on the particular road by a state or local law. Also, to require bicycle riders to stay all the way over on the right when riding on a road, except for situations defined in the bill, require riders using the sidewalk (where allowed) to yield to pedestrians, and require them to make an audible signal when overtaking pedestrians. The bill also revises provisions related to cars yielding to bikes, and other related matters.
