To allow more than the statutory limit of $20 million worth of road tax dollars to be transferred in Fiscal Year 2005-2006 to the Secretary of State for "administrative" services related to collecting driver and vehicle license fees (which are considered road tax dollars, for purposes of replacing the "blue" Michigan license plate with one that is easier to read at night.
