To revise the law that authorizes state grants for scrap tire recycling programs to expand the scope of activities eligible for grants, and establish that grant recipients would have to provide a lien in favor of the State, up to the value of the cleanup grant amount and any increase in the value of the property as a result of the cleanup of the property with grant funds. The bill would also require that consideration be given when making these grants to achieving a balanced geographical distribution around the state of the money.
