To tie-bar the bill to Senate Bill 1345 and House Bill 6291, meaning this bill cannot become law unless those ones do also. SB 1345 would repeal Michigan’s ban on embryonic stem cell research. HB 6291 would require the Department of Public Health to create a statewide network of (umbilical) cord blood stem cell banks if funding were available.
