2007 Senate Bill 396 ↩
House Roll Call 430:
Passed
To create a commission on government efficiency, appointed by the legislature, to collect information necessary to evaluate all operations, functions and services provided by each state agency, with the purpose of reviewing ways to make state government more efficient. The commission would have the power to compel the turning over of documents, and to subpoena witnesses. It would be required to file its determinations by June1, 2009. Passage of the bill occurred as part of a deal to avoid reducing state spending in the 2007-2008 Fiscal Year by imposing $1.5 billion in tax increases, including an income tax hike (<a href="http://www.michiganvotes.org/RollCall.aspx?ID=237062">House Bill 5194</a>) and a new 6 percent tax on many personal and business services (<a href="http://www.michiganvotes.org/RollCall.aspx?ID=237048">House Bill 5198</a>).
