To increase the maximum fine for a person who willfully, maliciously kills, tortures, mutilates, maims, disfigures or poisons an animal without just cause, from a $5,000 fine to this plus an extra $2,500 for each additional animal involved, up to a maximum $20,000 fine. The maximum prison sentence would not change.
