To revise the <a href="http://www.michiganvotes.org/2006-SB-1078">2006 law</a> that authorized up to 10 tax-free "renaissance zones" to provide substantial tax breaks for "renewable energy facilities,” to also provide these tax breaks to facilities researching wind and solar energy, or that create energy or fuels from additional sources such as wind, the sun, algae, and others.
