To earmark $81.4 million of the “Michigan Medicaid Quality Assurance Assessment” (MMQAA) bed tax on health care providers for Medicaid expenditures in hospitals in fiscal year 2007-2008, and more if certain federal contributions are forthcoming. The MMQAA is a bed tax or fee on health care providers that is used to generate more federal Medicaid matching funds, resulting in a net gain for some but not all of the providers.
