To expand the installment payment plan provisions for individuals subject to the “driver responsibility fees” (“bad driver tax”) that are assessed for various violations and must be paid for two consecutive years. These very expensive fees were originally <a href="http://www.michiganvotes.org/2003-SB-509">adopted in 2003</a> to raise revenue so as avoid spending cuts in that year’s and subsequent state government budgets. The bill would allow an individual whose license has already been suspendeed to get their license back after arranging an installment plan, and allow installments on amounts less than the current threshold of $500, spread out over 24 months or less (vs. 12 months under current law). Note: A $125 license reinstatement fee is also required, and could be included in the installment plan.
