To exempt (with certain exceptions) work performed by volunteers of a nonprofit charitable or volunteer organization from the licensure-like provisions of a state certification requirement for individuals who scrape or remove paint, paint over paint, or perform other activity to reduce or eliminate a lead-based paint hazard in a residential or multifamily dwellings containing four or fewer units.
