To allow the state to retain to 13.2 percent of the federal funds generated by the “Michigan Medicaid Quality Assurance Assessment” (MMQAA) bed tax on health care providers for Medicaid expenditures after the 2008-2009 fiscal year. The MMQAA is a bed tax or fee on health care providers that is used to generate more federal Medicaid matching funds, resulting in a net gain for some but not all of the providers. Also, to extend the program sunset to Sept. 30, 2011.
