To not automatically transfer tobacco tax revenue money deposited in a state “health and safety fund” to the state general fund at the end of each fiscal year. Instead, the balance would accumulate until the legislature appropriated money from the fund for various purposes. The bill is part of a Cobo Hall expansion package and management transfer package (see Senate Bill 1630).
