To appropriate $9.0 million from the 21st Century Jobs Trust Fund to the Cobo Hall authority created by Senate Bill 585, unless the Detroit city council vetoes the transfer of the facility to this authority (as it did on this same proposal enacted in late 2008), in which case the money for the authority under Senate Bills 586 to 588 would go to Oakland County to expand the Rock Financial facility in Novi so that it could host the Detroit Auto Show. The bill would also revise bond cap provisions to accommodate either the regional Cobo authority (at $299 million of debt) or the Novi facility expansion (at $154 million).
