To eliminate the provision in the <a href="http://archive.legislature.mi.gov/documents/1999-2000/billanalysis/House/pdf/1999-HLA-5543-B.pdf">“Safe Delivery of Newborns Law”</a> that lets a court terminate parental rights if a new mother voluntarily surrenders her child to an emergency services provider and does not petition the court to regain custody within 28 days.
